Some Criminal Truth about Crime:

• There were an estimated 31 million crimes committed in England & Wales in 2004 – hence a crime took place every second. Only 18% of those offences were actually recorded by the police 1
   
• Of all crime committed, only 2% of offenders are eventually convicted and 0.3% result in imprisonment 2

• Peter Sutcliffe was interviewed by the police on five separate occasions as a suspect in the Yorkshire Ripper investigation before he was finally caught in possession of a suspect hammer and knife following an unrelated, routine police vehicle check
   
• Ian Huntley was able to obtain a job as a school caretaker despite having a previous history of serious allegations against him that included one of indecent assault, four of underage sex and three of rape. The police were involved in all but one of these cases. He was able to fool a very imperfect system by lying and deceiving those that had little to empower them to detect that there was risk of deception in his answers
